    wouldnt you have to give the people ID to get the keys, and then would they have to give correct info, or fake ID.

    They go to a property letter and not a private seller and get given the keys for the afternoon to view the property as though they wer intrested in buying it. They did the same scam with an actual property instead of a car.

    empty apts don’t have furniture, that means they had to move things there and set things up. That would make the neighbors curious; they might come and check our their new move-ins. Also they have to face the risk of the owner coming back if they are trespassing. My point is it’s easy for them to do but not that easy to pull this scam in real life.
